How to make confetti arround balloons?

Once your confetti-filled balloon is inflated, our favorite way to create some really good static is by rubbing the balloon quickly with
a piece of fleece. (Hair, carpeting, or faux fur should work too.) Spray a little bit of water into the balloon, This will also encourage the confetti to stick.
